It depends on the policy of the individual university.
I myself am aware of at least one university that is the Devilal university, Haryana where you could do some courses together.
But it would be advisable to consult the academic section of the respective university for the better and clearer picture.

No its not legal but if you are doing one of your degree through distant learning then nobody asks about it and it wouldn't create any problem also. even i am also doing mass comm from Hisar university and B.com from DU.

According to our Constitution it would be illegal not to study! Education is the fundamental right of every citizen. And you can do 10 degrees at a time as long as u can focus on both and do them justice. Best :)
