If private builder's building collapses after handover to flat owners, who will build it again and provide flats to flat owners?No insurance by builders?  

1. Check the warranty clause in your agreement
2. Check to see if your residents association has taken an insurance
3. Check with your insurance provider (if you had taken a home insurance)

If none of the above, then try consulting a lawyer and try to go the consumer court way (may help)

1. It totally depends how much period has been passed.
2. You may find out with Architect if there is any structural fault ?
3. Goto to lawyer he will help you to file criminal offence against builder.

Generall there is a clause in the agreement between teh builder and society constructing the flats mentioning the period for which any such damage will be done by the contractor or builder who so ever it is. Therefore if any such clause is there, builder etc. will make the construction again and also if it happened in specified time. However the documents are to be reviewed before giving any clear opinion.

In myu opinion they purchasers will have to salvage the ruins.They purchased with an open eye.They could have been present at the time of construction, and if there was a foul play they could have complained.But, once the flats are handed over, the contractor will claim, that is the way the material was asked to be used.
As to the insurance again, the purchasers ought to have querried into the matter.It is generally seen that people show their magnificence in purchasing a big item and niggardly at some little item like this insurance business.
Better consult a good lawyer and proceed.

go to consumer court and file a case against builder in police.
