In myu opinion they purchasers will have to salvage the ruins.They purchased with an open eye.They could have been present at the time of construction, and if there was a foul play they could have complained.But, once the flats are handed over, the contractor will claim, that is the way the material was asked to be used.
As to the insurance again, the purchasers ought to have querried into the matter.It is generally seen that people show their magnificence in purchasing a big item and niggardly at some little item like this insurance business.
Better consult a good lawyer and proceed.
