What you are talking about is the speed at which your computer downloads the files off the internet. 230 or 256 Kbps lines offer that as data transfer rate. That includes the trackers, headers, uploads, downloads, temp files and all the other accesories that happen in the background. Your download speed is usually 1/8 th of your transfer rate. Hence you must be getting about 20 ~ 30 Kbps download. Its perfectly normal.
