It is. They're providing sort of dial-up connection. You can not expect more than this speed. If you need more, go for broadband with some reputed name like airtel.

What you are talking about is the speed at which your computer downloads the files off the internet. 230 or 256 Kbps lines offer that as data transfer rate. That includes the trackers, headers, uploads, downloads, temp files and all the other accesories that happen in the background. Your download speed is usually 1/8 th of your transfer rate. Hence you must be getting about 20 ~ 30 Kbps download. Its perfectly normal.

Actually what reliance is claimimg is true. But the speed u r watching may be due to the faulty inbuilt modem u r using. Otherwise there is no complain regarding the speed. Get ur inbuilt modem check.

I think you have got kbps and kBps confused for. 256 kbps means kilobits per second and kBps is kilo bytes per second. and kilobytes are not the same as kilobits. 8 bits make one byte so i guess you are getting the right speed if u get around 30kBps

230 is not a proper no. for internet speeds .it must b 256 n for tht connection its a normal speed. depends on ur usage.
