well, computer engineer sometimes fan makes noise when it makes contact with some wire inside. I'll suggest call some computer engineer he can tell you better about the problem. And If your friend is right and you need to replace power supply still you will have to call and Computer engineer.
The problem might be SMPS Fan ( Most likely ) or CPU Fan. But most probably if you have a vacuum cleaner at hand, then problem will be solved.
1. Remove the both side covers of CPU Cabinet.
2. Before removing the cover, remove the Input power.
3. Use the vacuum cleaner in blower mode and start blowing from the back side smps fan, then the CPU fan on the motherboard. Do not subject the cabinet to jerks and bumps or drop it on the side suddenly, as Hard disks are there.
4. After cleaning, clean the rest with a brush but rub it too much on ram or components, as static might damage it.
5. Run the CPU without side covers and check for noise ( there should not be after cleaning ) but if still noise is there, hopefully from smps, then again remove power.
6. There will be several cables from SMPS a) to motherboard b) Hard diskc) to floppy drive d) to Cd and DVD drives.
7. You have to open all these and then remove the smps by removing the 4 screws at back with a four head screw driver.
8. Install a new smps of same rating and capacity and put back the wires and cables carefully keeping the direction during insertion.
You can also get the smps fan replaced from market also and fit back.
You think you can do it, well its quite simple to an engineer / technician but bit difficult to a layman.
