Yes , There are two Types of Ip Address , Dyamanic and Static Ip Address. most of the time your ISP will assign a dyanamic ip address which changes frequently via DHCP servers . for bussiness users and premium users who pays more money to their ISP , they get a static IP address which does not change and which they can use for mail servers web servers etc.

So dynamic can change every time you connect, but does that necessarily mean it will? This one IP address that was hitting my page was the same for about 2 months, then it just randomly changed (as well as the location), but I still think it's the same person based on the patterns, although that person hasn't relocated...

Your IP address is allocated to you by your service provider. If you are using a dial-up, temporary connection or even another persons computer (in another location), then they may change.
If your provider is doing some maintenance work on their servers then this could also cause the address to temporarily change.
IP addresses are also location / region specific (they are actual addresses), usually to where your provider is located.

If your address or location is constantly changing, then you should be concerned about browser hijacks or virus attacks.
Also, make sure that you are logging on to an official website. There are many fake sites set up to fool people into giving out usernames and passwords.

some service providers donot giv a permanent IP adress while other giv, u may check by reconnecting & then check it changes or not

When a computer uses the same IP address every time it connects to the network, it is known as a Static IP address. In contrast, in situations when the computer's IP address changes frequently (such as when a user logs on to a network through dialup or through shared residential cable) it is called a Dynamic IP address.

Static IP addresses are manually assigned to a computer by an administrator. The exact procedure varies according to platform.

This contrasts with dynamic IP addresses, which is assigned either randomly (by the computer itself, as in Zeroconf), or arbitrarily assigned by a server using Dynamic Host Configuration Protocol (DHCP).

Even though IP addresses assigned using DHCP may stay the same for long periods of time, they can generally change.
