The only thing is that you need to be talented enough to work efficiently.
Well, Generally Maths is not required to pursue a career in computer science.
However if your brother is good in maths than it would be an added advantage for him. He would be able to grasp computer science languages in a better way.
Moreover Both Maths are computer science are based on logical analysis and similar too. In fact computer coding is based on two binary digits 1 and 0.
Having said that , without any hesitation your brother can pursue a career in IT. The only thing is that he needs to work very hard.
Moreover Software / IT industry is on a high and you have loads of opportunities in this field.
If you are talented enough , IT industry will embrace you with both hands.

My suggestion would be to complete any one of the professional courses like B.E. , BCA, B.Tech , MCA etc.
These courses are recognized in most of the companies.
Try to master yourself in one of the popular languages / platforms like Java, C++, .Net, C, SQL server etc.
Java and .Net are extensively used in companies ( MNCs) . Both are used for Product development as well as web applications.
After completion of your course , register yourself with detailed resume in popular job sites like Naukri, Monster or Timesjob.
