Check the speed of your router and adpater. See how much they can get up to. Most get up to 54. Your router could be shot and you may need a new one. I personally recommend netgear. Its my favorite. Also try plugging in your computer directly to your modem.

When you say 2 MB are you saying 2 Megabits or 2 Megabytes

As for downloading at only 250kb that may be because of whom (the website) your downloading from.
