Well, this happens when the sites have some problem or when Internet connection is slow.
However you can try to solve this problem.
Click on "Tools > Options > Privacy", then click on "Clear Now..." and ensure that "Cache" is selected.
This way, if there is any changes with a website that you've visited, which is still in cache, it will allow the changes to migrate to your browser. Sometimes having incorrect information in your browser's cache can affect a website's performance.
