My laptop started that and it turns out to be a hardware problem. So I was not so lucky there, however;
My PC at my office was used recently by my daughter, she accidently pushed the wrong button on the box that popped up by Norton, thus allowing a hack.

Then from there it show a line,

The next day, it just continued to restart over and over, even through the safe mode screen, on it's own, times out starts windows, at the fist sign of the windows backgound color, it then would blue screen quickly, and restart, continuous.
I tried everything, I went and force started in safe mode. (when it gets to your line

It can sometimes take a good while to continue from here. Mine as long as a minute or more.
If the problem you have is with the Norton product you installed, it may have already been there when you installed new Norton stuff.
Keep this link, it is mentioned later and you should use it to completely uninstall all Norton stuff

My fix after several, seriously, several hours of tech shooting.
I went to safe mode, no networking
I uninstalled all norton products, even using the norton removal tool; (Link above) Restarted PC, Still no go
I uninstalled SP-2 in windows (still in safe mode, was slow to start in safe mode each time) I did this thinking of a WinXP reinstall. my disk is SP1
I restarted PC, it started on it's own as it should. I then reinstalled all windows items, i.e. updates and SP-2 and more updates, I then installed the norton product at the very end.
I am not saying this is your answer, but your problem sounds a little familiar, and it took me over 8 hours to finally get back to running state. (this including uninstalling and reinstalling all updates and products.)
You may be lucky enough to get by with less, just try unistalling just Norton products, and after unistall, use the removal tool. (they say removal tool works for all, but I have better luck using both uninstall program and removal tool)
Then restart your laptop and see if it will go up to run state. (recomend you are off network at this time.)
If this works, proceed to install your Norton stuff again.
On a personal note, I only use Norton Anti-virus, I don't care for there other products, they are quite controlling. There are others for system protection.
