Notepad and wordpad are programs designed to do some notes typing. in this notepad is faster,smaller and clear font typed application which has no formatting styles like bold text, style text and others.
In Notepad you can have a plain text formatted files which can be read by any operating systems without installing any third party components. Mostly all companies ask the employee resume in ASCII format which can be done easily with the help of notepad.
On the other hand wordpad is a lighter version of microsoft word which has most of the text formatting and stylings. This is also used to create text files but with a difference. It saves all the documents in RTF format which can be read by the applications which can read that format. The default file extension for this application is .doc/.rtf. To read the wordpad files you may be in need of third part applications. If you open the wordpad document with the help of notepad you will see some codes like the below

This is the header information of wordpad files which specifies that the text file is stored in the rich text format not as a plain format.
You can open the notepad text files even from the dos prompt. it don't need any third party applications
