Well, For starters, there are several interesting ideas on how to integrate DAV and CVS

The promise is that with DAV support, CVS will be able to interoperate with a wide variety of CM repositories, and will provide a much more compelling platform for project management, for as projects grow in scope, the CVS tools won't need to be abandoned if a project needs to migrate to a more full-featured repository. Also, if CVS is being used in a mixed shop where there are multiple CM repositories in use, WebDAV provides a valuable data integration layer which will allow CVS to interoperate against multiple repositories.
