Tere may be software problem or hardware problem:
If both don't work, it's drivers.
Click Start, then right click on "My Computer" and select properties.
Select the Hardware tab, then Device Manager.
Expand Keyboards, then right click whatever keyboard is there. Select properties.
Click the driver tab. Click the update driver button.
The Hardware update wizard will start. Select Install from a list or specific location, then click next.
Choose "Don'T search, I will choose the driver to install." Next.
Uncheck the "Show Compatible Hardware" box.
Choose the appropriate driver (standard 101/102 keyboard if no IBM specific one is there) and follow the rest of the sequence.
In Hardware:
Thereis a plate that holds the spring might be broken in your keyboard. Possibly it gets clogged with dirt too. First, lift the "SHIFT" key using a tiny screw driver. Use the compressed air (or a mini vacuum cleaner) to remove any dust and debris under it. See whether is it possible to attach the plate with the key's spring. If not, you may need to change the SHIFT KEY set. Otherwise it'll be better to buy new one Keyboard .You can get the basic PS/2 keyboard around Rs.200-250).
