You may install the sound card in the PCI slot but it can't be detected/initialized with out proper driver installation. So you must have relevant sound card drivers in your system for it's functionality. If you have a motherboard in-built sound card, you might find the appropriate sound card drivers from the utility CD that comes with the motherboard. If you have a sound card installed in PCI slot, it also comes bundled with the driver CD. You can install it from there.
In case, if you don't have the driver CD, just go to your motherboard/sound card manufacturer's website, download the required audio chipset/sound card drivers from their download center for specific OS and install it in your system. If you don't know what's your motherboard/sound card make is, then just refer to your motherboard/sound card manual and note down the maker's name and search for it in the Google and the first few results that will be displayed are what you will require to click. From the motherboard/sound card maker's site, you can also search for the audio chipset drivers. Once you downloaded/installed the latest drivers for your card, it'll work properly without a problem.
