A NEUTRAL ACCENT MEANS (NOT ONLY IN ENGLISH) means that the speaker's origin cannot be determined. For example, British, canadian, usa and Australian english share common grammar, but one can easily distinguish between the four because of the unique accents.
Accent means the way we sign our talk. Every person according to the linguistic influences they had, going to speak in a different way. The exposure in the way that we talk come from in first instance by family members, but after country and personal effort.
INDIAN call centres train their employees with neutral accent of English language. Its like can an american speak an Indian language with perfect Indian accent? no. Similarly no indian could suddenly learn and speak american accent. Moreover, most of the people in India could understand and feel free with neutral accent only.
