2. Don't Go Against The Grain

3. Choose The Right Tool

Well, Mr. Beg, Razor burn occurs because of rough skins, old blades, bad shaving cream that dont provide good lubrications, and a non anticeptic after shave. Eleminate these, Razor will not burn you again.
Moisturise your ski by branded moisturiser 1-2 hrs before shaving, use brand new blades, do not shave more than twice a day, splas cold water immidiately after shaving, and use good shaving cream and aftershave .

Using a new blade will ensure the razor glides smoothly across the face, lessening missed spots that cause for repeated strokes, which can cause skin irritations. Likewise, rinse the razor after each stroke to remove hair built up between the blades. If you use an electric razor, clean the blades before or after each use. Also, mechanics and razor condition aside, try a splash of cold water immediately after the shave to close your pores and reduce the chances of irritation.
