The secret agent James Bond is associated with the number 007 because, 00 is and agent in the British Secret Intelligence Service, shortly called as SIS, that has a license to kill during his mission. There are only a certain number of 00 agents at any time and they can get replaced. As for example, if a 00 agent numbered 05 has died in a mission, then the member replacing his position would be alltted the same number 05. James bond was allted the number 7, may be because the number 7 is considered lucky and the creator wanted to keep him alife for a long period.

007 has become the logo of James Bond Movies. The meaning of 00 is his licence to kill. Apparently, he is the seventh person issued such a licence by MI6. In some Bond movies, other 00 agents get killed and they'll have a number like 006.

A good many years back The USA and the USSR were at logger heads. They wrote novels and made films that were directed against each other.
Mr. Ian Fleming when created James Bond used 007 as its Prime Detective. The figure 007 was selected because that was the International code for the USSR.
