People congratulate each other on achieving something spl,which they them selves could not achieve.It does not mean that those who congratulate does not achieve somthing creditable., and they are 'budhoos'.Each one is an expert in their field of work.So,when they too achieve some thing special,which others could not,defenitely,others also congratulate him. Congratulation is a moral booster and it is some times much greater than the awards one may receive from his higher ups.It is really a greatness on the part of the person who congratulate others,however great he may be.The 'giver' of the congratulation does not loose anything by congratulating others,but the' receiver' is a real gainer, as he feels and gets elated.So,there is absolutely nothing wrong in congratulating others.

We Congratulate others when they achieve success just because it made them know we are wishing them and this made them inspire to do more.And also that in future someone will also be be doing same to us.

Congratulating others on their success has nothing to do with own achievement ,it is the courtesy to wish some one for his/her success.Every body can't achieve everything.Suppose some one successfully climbed Mount Everest ,then people will congratulate him ,that does not mean that they will also climb the Everest.

Each and every person achieve according to his own personel capacity and congratulating him does not mean he should try to acheive that thing for which he is not fit cndidate.

To appreciate others on their achievements is an wise virtue. It encourages them for further and good performance. But appreciating others does not bring any hindrance to the person who appreciates, for his own achievements.
On the other hand, act of appreciation to others makes him happy and encouraged.
