Indian Movie are not fit to be presented before OSCAR due to technical reason. It seems away from reality. That is why no movie looks fit to be nominated.

Mainly, due to their technical deficiencies. Then, the story matter is mostly stolen. There are very few originals. One more important fact is that they make them for profits not for laurels.

Because the OSCAR film awards are monopolised by the western world,by the standard of their own culture,violence,and scenes created by their most advanced electronic systems.
They give not much importance to the theme,the story,the Indian way of love making, music and songs. Now let us see The Small Child's ( Ishan Avasthi )" Tarem Zameen Par ", which got entry to OSCAR.

This is not that Indian Films are not nominated for the Academic Award. They are nominated only in one field and that is 'best foreign film'. Unlike other Academy Awards, the Best Foreign Language Film Award is not presented to a specific individual. It is accepted by the winning film's director, but is considered an award for the submitting country as a whole. Over the years, the Best Foreign Language Film Award and its predecessors have been given almost exclusively to European films: out of the 59 Awards handed out by the Academy since 1947 to foreign language films, fifty have gone to European films,[2] four to Asian films,[3] three to African films and only two to films from the Americas. The late Italian filmmaker Federico Fellini directed four Best Foreign Language Film Academy Award-winning motion pictures during his lifetime, a record that remains unmatched as of 2007 (if Special Awards are taken into account, then Fellini's record is tied by his fellow countryman Vittorio De Sica).

It is not that Indian movies are not nominated as indicated in your question. The truth is that very few Indian films and film personals got this prestigious Award.
The Academy Awards, popularly known as the Oscars, are awards of merit presented annually by the Academy of Motion Picture Arts and Sciences (AMPAS) to recognize excellence of professionals in the film industry, including directors, actors, and writers. The formal ceremony at which the awards are presented is among the oldest, most prominent, most prestigious, and most watched film award ceremonies in the world.

The criterion are;
1. With the exceptions of animated and foreign films any film can qualify for Oscars in all narrative feature categories with a seven-day run in any commercial Los Angeles County theater during the year of eligibility. Films must have a running length of more than 40 minutes and have been exhibited theatrically on 35 mm, 70 mm film or in a qualifying digital format.
2. Films that receive their first public exhibition or distribution in any manner other than as a theatrical motion picture release are not eligible for an Oscar in any category.
3. Animated Feature Films -
4. The award is being triggered by the release of eight or more eligible films in a calendar year. If eight to fifteen animated features are released, a maximum of three films may be nominated. If sixteen or more are released, a maximum of five may be nominated.
5. To be eligible, an animated feature must be at least 70 minutes in length, "primarily animated," and meet the other general requirements for feature film eligibility as published annually in the Academy Award Rules.
6. Films could use cel-animation, computer animation, stop motion or other recognized animation techniques.
7. The Oscar for the category will be presented to "the key creative talent most clearly responsible for the overall achievement", normally a single individual, on behalf of the entire production. In no case will more than two statuettes be presented.
8. Films submitted in the Best Animated Feature category may qualify for Academy Awards in other areas, including Best Picture, provided they meet the rules criteria governing those categories. (as of 2000)
9. Foreign Language Films -
10. Each country is invited to submit its best film of the year to the Academy. Selection of those entries is made by juries made up of filmmakers from that country. Only one film, which need not have been released in Los Angeles, is accepted from each country. A film must have had its first public showing for at least seven consecutive days in a commercial theater in its home country in the period of eligibility (November 1 to October 31, as of 2001) and must have been produced with a predominantly non-English dialogue track in a language of the submitting country.
11. Films submitted for Best Foreign Language Film Award consideration may also qualify for Academy Awards in most other categories provided they meet the requirements governing those categories.
The reasons are clear why number of Oscar-nominated films in India is less.

Indian movies get nominated only when we produce socially relevant movies, I think Rang de basanti was one good attempt, others do not classify, Black too had a tinge of class
