Any consumer can file a complaint against the service provider and for that you have to have enough of documentary evidences in the support of your complaint. Unless you can provide enough proof in your support, you are not going to get the benefits or claimed damages from the service provider. But remember to go for your complaint against the service provider within the stipulated time frame.

Any user can file a complaint.
When the commodity do not prove worth the claim or proclaimation , one can fule a suit.
When you feel cheated or when you feel that you have been given sub standard item than they were supposed to or when the manufacturer's claim is false, you can file a complaint.
For your information this type of cases in America create a total sum that is more than the wealthiest industries assets and capital. The courts too are very sympathetic there. They allow compensation more candidly.

The following parties can complaint.
1. An affected consumer.
2. Any voluntary consumer organization registered under the Societies Act or Companies' Act 1956.
3. The Central & State Government.
Essentials of a complaint
1. The complaints must contain facts and allegations in writing.
2. The complainant or his authorized agent should file the complaints.
3. The complaint ought to have suffered injury or loss due to unfair trade practice, defective goods and deficiency of services or excessive price of goods.
4. The relief sought for.
5. The documents if any to get orders for one or more of the relief.

Depending on the issues or nature of relief by the consumer and facts, the redressals Forum may arrange to get orders for one or more of the relief.
• Removal of defects from the goods.
• Replacement of the goods.
• Refund of the money.
• Award compensation for the loss or injury suffered.
• Removal of defects or deficiencies in service.
• Discontinue the unfair trade practice or the restrictive trade practice or not to repeat it.
• Not to offer the hazardous goods for sale.
• Withdraw the hazardous goods from being offered for sale.

* a consumer; or

* any voluntary consumer association registered under the Companies Act, 1956 or under any other law for the time being in force, or

* the Central Government or any State Government,

* one or more consumers, where there are numerous consumers having the same interest.

Issues to consider when filing a Consumer complaint

You would have to check where the jurisdiction would lie and then ascertain the value of the claim. You will have to file your complaint depending upon the amount of money or compensation you want from the opposite party for the deficient service he has provided you or for the defective product that you have been sold. It is important to note that most Judges in these courts will be able to tell if you are unnecessarily filing a complaint & are just trying to make a quick buck.
