wow. what a cooperation you are showing towards your neighbor, sir, your neighbor is not blocking the passage intentionally or occupying the same from your custody, after all he is constructing his own building. In this needy period you have help them in sorts, we have to maintain good relations with our neighbors, contact him and encourage him and ask him whether any help he needed from you, tell him your acceptance for making any type of help during construction of his building.

If you will be a little bit more sociable you will find that the passage is cleared in a few days. Maybe someday you will be repairing your own and you will feel glad you didn't complain on the previous occasion. Just LIVE AND LET LIVE. These are ordinary hurdles.
