If we go by majority, you are right. Most of the english medium educated children are better in english than those from the vernacular. This is because, the english medium students are more exposed to english than their vernacular counterparts. On continuous exposure, the students takes the subject as one takes his/her mothertongue. Moreover, the language of communication in an english medium school is deemed to be english thereby benefitting the students to learn better.
But in vernacular schools, respective mothertongues are used to clearify the subject of english too. Therefore, what they learn is a mixture of both english and their mothertongue or hindi. But there are exceptions too. Some of the students have come up with better skills in english than those of english medium schools.
